"The problem was that this civilization was an industrialist capitalist one" I would go a step further and say it's not even a civilization, but a capitalist colonial project. Anywhere that attacks the very things that might sustain society and morality (what you might call "culture" or "dharma") for favour of selfish exploitation cannot be called civil, let alone a buildup of civility generation across generation. Or maybe it only appears so because of the decline...
